RFP/Bidding

The NHSaves® utility partners (Eversource, Liberty, New Hampshire Electric Cooperative and Unitil) seek proposals from qualified bidders to provide energy efficiency services to small business customers through the Small Business Turnkey programs in Massachusetts and New Hampshire.

The Request for Proposals seeks to select two types of vendors to serve customers from January 1, 2027 –  December 31, 2030:

  1. Turnkey Vendors, who will perform energy assessments, advise the customer and Sponsors of findings, propose solutions, install energy efficiency measures, and handle data reporting and warranty service.
  2. Customer Directed Option (CDO) Vendors, who will assist customers and independent contractors who wish to access energy efficiency incentives directly, without going through the Turnkey pathway. The CDO vendor will work with customer’s chosen contractors to organize project information, calculate energy efficiency incentives and energy savings and communicate between all parties. The CDO vendor will be responsible for recruiting independent contractors to work with the Mass Save® and NHSaves Small Commercial programs.

Bidders will be expected to demonstrate an ability to:

  • Network with customers and contractors
  • Market the programs and their services
  • Generate leads independently
  • Answer utility partner provided leads quickly and effectively
  • Present and sell projects
  • Generate accurate savings and incentive estimates
  • Maintain and share data
  • Install projects and handle warranty issues (Turnkey pathway)
  • Provide exceptional customer service

Eversource will be conducting this RFP through the ARIBA e-sourcing platform. If you would like to participate in the RFP, please email EE_EV_ADR_Procurement@eversource.com to register in ARIBA and/or be sent an invitation by Thursday, March 26, 2026.

In ARIBA, once the RFP has been released, you will find all the necessary information to navigate the tool and submit your response. Please note that all questions related to this RFP must be submitted through the ARIBA Sourcing tool using the Messages function. This ensures that accurate information is shared with all project team members and suppliers, and that the process remains consistent. Eversource will provide information related to this RFP only through the Messages function. No other communication channels will be permitted.
